节约资源和保护环境是我们国家的一项基本国策,关系全国人民的切身利益和中华民族的生存发展。如何理解“两型”社会建设?建设资源节约型和环境友好型社会,就是要在社会生产、建设、流通、消费的各个领域,在经济社会发展的各个方面,切实节约资源和保护环境,以尽可能少的资源消耗和尽可能小的环境代价,获得最大的经济效益和社会效益,依据科学发展观,处理好经济建设、人口增长、资源利用、环境保护的关系。在节约资源、保护环境的前提下,实现经济又好又快发展,促进人与自然友好和谐相处,提高人民生活水平和生活质量。
