近年来,各国不断制订和更新与食品标签有关的强制性法规,内容涉及愈加广泛、标注细节愈加严格,对食品中特定成分、营养健康、视觉效果等方面的要求更高。国外与国内食品标签技术法规的差异已形成了贸易壁垒,影响了食品的进出口贸易。据统计,美国、欧盟、日本等国家通报我国出口食品不合格信息中,2010年以前标签不合格率约占5%,而2013年至2016年连续4年标签不合格率都在11%以上,出口食品因标签不合格被国外通报的案例逐年增多。本文就此现象以及国外标签法规的制修订状况进行分析,罗列我国出口食品企业因国外标签法规的制修订而面临的困境并提出相关建议。

According to statistics, in the information of non-conformities of exported foodstuffs from China, the United States, the European Union, Japan and other countries, the unqualified rate of the label before 2010 is about 5%, while the unqualified rate of the label for 4 consecutive years from 2013 to 2016 is over 11% The number of cases where export food is notified by foreign countries is increasing year by year because of the unqualified label. This article analyzes the status of this phenomenon and the revision of the foreign labeling laws and regulations, and lists the difficulties our export food enterprises face due to the revision and revision of the foreign labeling laws and regulations and makes relevant suggestions.
