产业集群正在县域及以下地方形成,县域经济的竞争已转变为“集群对抗”。现阶段辽宁县域集群发展中存在规模较小,缺乏大项目的支撑与牵动、产业的低端化和重构化、专业化分工协作水平还较低以及所依托园区的建设相对落后等问题。加快辽宁县域产业集群的发展应进一步强化政府的作用,完善相关政策体系及内容;将县域工业化和城镇化结合,实行“点轴式”合作发展模式;采取大力培育龙头骨干企业,发展优势产品,塑造辽宁品牌等发展措施。
Industrial clusters are forming at the county level and below, and the competition in the county economy has been transformed into “cluster confrontation”. At present, there are some problems in Liaoning county cluster development, such as the small scale, the lack of support and action of large projects, the low-end and reconstruction of industries, the low level of specialized and specialized division of labor, and the relatively backward construction of relying parks. To speed up the development of industrial clusters in Liaoning’s counties should further strengthen the government’s role and improve the relevant policy system and content. Combine industrialization and urbanization in the county with a “point and axis” model of cooperation and development; and vigorously train the leading backbone enterprises to develop their advantages Products, shaping the Liaoning brand and other development measures.
