气候变化对北极的影响日益显著,北极的人类活动也日益频繁。在这样的大环境下,为维护本民族的政治、经济、文化地位,就土地权、环境保护、生计与文化传承和北极治理,作为北极主人的北极原住民提出了权益诉求。北极国家与国际社会对北极原住民的权益诉求日益重视,虽然现阶段维护北极原住民权益的法律制度并未健全,但相关的制度构建正在逐渐完善之中。缔造“和谐北极”需要北极原住民、北极国家与国际社会的共同合作。 The impact of climate change on the Arctic has become increasingly prominent, and human activities in the Arctic have become increasingly frequent. Under such a large environment, in order to safeguard the political, economic and cultural status of the nation, the Armenian natives, as the Arctic masters, have raised their rights and interests demands on land rights, environmental protection, livelihood and cultural heritage, and Arctic governance. Arctic countries and the international community have paid increasing attention to the rights and interests of indigenous Arctic people. Although the legal system for safeguarding the rights and interests of Arctic indigenous peoples is not perfect at this stage, the related system construction is gradually being perfected. To create a “harmonious North Pole” requires cooperation between the Arctic natives, the Arctic countries and the international community.
