译者前言:英国在1971年颁发了一个进口植物检疫条例,已经笔者将其全文译载于本刊1979年第2期中,现在该文件已为1980年颁发的进出口植物检疫条例所取代了。1980年这个《条例》比1971年的内容增加了几倍,笔者读后觉得有参考价值,也有些感想,具体的也无需在此多赘了,只要将1980年的这个《条例》翻译过来,请读者将1979年的第2期本刊找出来对比着看一看,相信您也会觉得有参考价值,也会有感想的。 1980的这个《条例》正文有二十条,内容与上次差不多,就不再译了。具体的东西都在附件中。共五个附件,附件一是《禁止传入的植物检疫对象名单》,将在本刊今后译载各国检疫对象名单时刊登出来,附件二是《各种植物和植物产品准许入境的条件》,这个附件最大,包括一系列明细表。第三、第四、第五三个附件是《植物检疫证书》。现在先将附件二全文译载,其中共分75项,这一期先刊登36项,其余的将在下一期续登。标题上“英国”二字是译者加的,为的是要符合我们的习惯叫法,实际上这个条例专用于大不列颠。条例中所称“成员国”指的是欧州共同体的成员,但不包括联合王国(英国)自己和曼恩岛及海峡群岛。“第三国”指的是除了“成员国”,联合王国、曼恩岛及海峡群岛以外的国家。由于本刊外文排印能力较弱,又无斜体字,不得不采用下列办法以尽量减少外文:(1)植物的拉丁名称,凡在科学出版社的《英汉拉植物名称》中有中文译名的,一律用中文名称,不加注拉丁字;(2)病菌名和虫名有中文译名的只在第一次出现时注上拉丁名,并且只注属名和种名,不注定名人名字,(3)病毒名均由英文名译为中文。英文原件是用表格方式排印的,其格式请参见本刊1983年第1期笔者写的《关于各国的植物检疫条例和植物检疫对象名单》一文中所列的。那样排版浪费版面甚大,为了节约本刊的版面,改用以下形式排版。
Translator’s Note: The United Kingdom in 1971 issued a phytosanitary import regulations, the author has the full text of its publication in the second issue of 1979, now the document has been issued in 1980 for the phytosanitary import and export regulations replaced. In 1980, the “Regulations” were several times larger than those in 1971. After reading, the author found it of reference value and some of his thoughts. There is no need to be specific about this as long as he read the “Regulations” in 1980, Please readers to find out the second issue of 1979 contrast with a look, I believe you will find reference value, there will be feelings. There are 20 articles in the 1980 “Regulations”, which are similar in content to the last one and will not be translated. Specific things are in the attachment. A total of five annexes, Annex I is “forbidden list of objects of phytosanitary import” will be published in the future publication of the list of quarantine objects in each country published, Annex II is “a variety of plant and plant products allowed to enter the conditions” This attachment is the largest, including a series of schedules. The third, fourth and fifth annexes are Phytosanitary certificates. At the moment, the full text of Annex II is first translated and divided into 75 items, of which 36 items are first published and the rest will be renewed in the next issue. The headline “Britain” is translated by the translator, in order to be consistent with our custom, in fact this rule is dedicated to Great Britain. The term “member state” refers to members of the European Community but does not include the United Kingdom (England) itself and the Isle of Man and the Channel Islands. “Third country” means countries other than “member states”, the United Kingdom, Mann Island and the Channel Islands. Due to the weak foreign typographical ability and lack of italics, the following methods have to be adopted to minimize the foreign language: (1) The Latin name of plants, where there is a Chinese translation in the English name of “Plant name in English and Chinese” in Science Press, (2) The Chinese name of the bacteria and the worm name are only given the Latin name at the first appearance, and only the genus name and the name of the species are included, not the name of the famous person. (3) Virus names are translated into English by the English name. The English original is printed in the form of a table. For the format, please refer to the article “List of Phytosanitary Regulations and Phytosanitary Objects of Various Countries” written by the author in Issue 1 of 1983.
