一为了在今年建立生产区域管理制,贯彻行政上的一长制,我省各地方国营建筑企业一般都于多训期间即向职工群众进行了初步的教育,省委基建会议后,又普遍召开了各级干部会议,进行传达,并组织了对有关文件的学习,使全体职工从思想上基本上明确了实行生产区域管理制,即一长制的重要意义。在组织方面也结合施工准备工作,按照一长制的原则,重新划分了生产区域,调整了机构和干部,将较强的干部调到负责岗位上,特别将经理、工区主任、工地主任作了系统的调整,这就为推行生产区域管理制奠定了初步基础。
