南水北调西线工程可调水量的主要约束是保证调水枢纽下游几十公里河道生态安全的生态下泄流量。然而调水枢纽下游几十公里河道还是不可避免的将成为半干涸的河床。以生态环境设计和治理工程将这几十公里河道改造为人造湿地 ,可以取得生态效益 ;同时也可能提高南水北调西线工程的调水量 ,带来经济效益
The main constraint on the adjustable water volume of the Western Route of the South-to-North Water Diversion Project is to ensure the ecological discharge flow of the ecological safety in the tens of kilometers of the downstream of the water diversion basin.
