治理是一个全面的管理的过程,通过合作和协商,来确立一个共同目标,从而实施对公共社会事务的管理。自20世纪90年代兴起以来,就迅速被各国所接受。但是,治理不是万能的,也存在着失效。为了克服治理失效,善治理论应运而生。善治是治理的最佳状态。善治是政府与公民社会通过合作来对公共事务进行管理,它使政治国家与公民社会达到最佳的结合状态,实质就是国家权力向社会的回归。
