新中国成立后,中国人民解放军院校共进行了15次大的体制编制调整。本文系统回顾了这段历史,深刻剖析了其频繁调整的原因,总结了经验教训,探讨提出了“建立弹性体制”“消除界面问题”“科学论证,慎重决策”的对策性措施,指出了军队院校编制体制调整应正确处理“变动与稳定”“超前与适应”“独立与融合”“借鉴与继承”四对关系的必要性。
After the founding of New China, the Chinese People’s Liberation Army institutions conducted a total of 15 major institutional adjustments. This article systematically reviews the history, deeply analyzes the causes of its frequent adjustments, summarizes the experiences and lessons learned, and puts forward the countermeasures of “establishing flexible system”, “eliminating interface problems”, “scientific argumentation and prudent decision-making” It points out the necessity of correctly handling the four pairs of relations between “system of change and stability”, “advancement and adaptation”, “independence and integration”, “reference and succession”.
