海南医学院附属医院新领导班子,带领广大职工励精图治,深化改革,全面开创了医院工作新局面,得到上级与社会的认可。新任班子首先把人事改革制度作为带动医院改革的突破口,将原来6人的党政领导班子精简为4人,形成一支“团结、务实、廉洁、高效”的领导班子。在完成对25名中层干部任命的基础上,坚持“公开、公正,平等竞争,双向选择”的原则推进全员逐级聘任合同制,对行政后勤人员进行大幅度的缩减,调整转岗分流30余人,果断清退103名临时工,使行政后勤人员减员达34%,同时,有11位年富力强的医院骨干新当选为支部书记,在全院真正建立起岗位能进能出、职务能上能下、工资能升能降的人事分配改革新机制。
The new leadership team of the Affiliated Hospital of Hainan Medical College led the employees to make good governance, deepen the reform, and created a new situation in hospital work, which was recognized by the superior and the society. The newly appointed team first took the personnel reform system as a breakthrough point in stimulating the reform of the hospital. The original six-person party and government leadership was streamlined to four people to form a leadership team that is “unity, pragmatism, integrity, and efficiency.” After completing the appointment of 25 middle-level cadres, the principle of “openness, fairness, equal competition, and two-way selection” has been adhered to, and the full-scale employment contract system has been promoted. The administrative logistics personnel have been substantially reduced, and adjustments have been made. More than 30 people resolutely retired 103 temporary workers, which reduced the number of administrative back-up personnel by 34%. At the same time, 11 key backbone hospitals were newly elected as branch secretaries, and truly established posts for energy efficiency and job performance. New mechanisms for personnel distribution and reform that can lower wages and rise or fall.
