水口水电站枢纽坝下水位治理工程的目的是解决通航建筑物门槛水深不足和水轮发电机组的吸出高度达不到设计要求的问题,通过修建下游枢纽使水口水电站坝下水位在泄放流量为308m3/s时达到7.64m。工程位于闽江下游,多年平均流量达到1680m3/s,水口水电站正常运行时,坝下枢纽能利用的水头有限。下游枢纽究竟采用航运方案还是航电方案,通过经济技术综合比较,确定工程建设任务。
