扩大民主是深化干部制度改革的方向，因为扩大民主是解决优秀人才脱颖而出的有效办法，是解决用人上不正之风顽疾的治本之策，是解决对干部监督难的重要途径。要扩大选人环节上的民主，扩大识人过程中的民主，扩大用人决策中的民主，扩大干部监督中的民主，真正将扩大民主贯穿到干部工作的全过程。当前扩大干部工作的民主要解决好扩大民主与坚持党管干部的原则、扩大民主与正确集中、提高群众的民主素质、扩大公开透明度以及健全干部工作的法规制度等问题。
To expand democracy is the direction to deepen the reform of the cadre system. To expand democracy is an effective way to solve the problem of outstanding talents. It is an essential solution to resolving the difficult problem of employing malpractices in unhealthy tendencies. It is also an important way to solve the difficulty of supervising cadres. We must expand democracy in the election process, expand democracy in intellectuals, expand democracy in employment decision-making, expand democracy in cadre supervision, and truly expand democracy throughout the entire process of cadre work. The current expansion of cadres’ work in democracy must solve the problems of expanding democracy and upholding the principle of administering cadres, expanding democracy and correctly centralizing, improving the democratic quality of the masses, expanding public transparency and improving the system of laws and regulations governing cadres.
