在分析各地森林经营情况的基础上,指出目前存在的总体无规划、资金无盘子等问题(“五无”、“两约束”)。提出应将森林经营工作提到重要议事日程上来,要像抓造林一样抓森林经营。认为开展森林经营应抓重点领域,抓森林经营规划编制、森林经营基础工作及组织保障体系建设等,并相应完善资源管理、资金及收益分配等政策机制。同时注意适度规模经营,以减缓两极分化。 Based on the analysis of the forest management in all parts of the country, the author points out the existing problems such as overall no-plan and no-capital funds (“Five Noes” and “Two Constraints”). Proposed that the forest management work should be referred to the important agenda, like the grasping of afforestation, like the management of forest management. It is believed that the priority areas for forest management should be grasped, and the compilation of forest management planning, the basic work of forest management and the construction of the organizational guarantee system should be made and policies and mechanisms such as resource management, capital and profit distribution should be improved accordingly.
