现在有一种说法,“企业承包,实行自主经营后,容易产生急功近利的短期行为。”我认为这种说法是缺乏科学分析的。因短期行为与“承包制”并没有必然的内地联系。但当前承包中的短期行为确实存在。几乎成了承包经营中的共病,应如何看待呢? 企业行为是长期的,还是短期的?不在于是否实行了“承包制”,关键地承包方法是否对头,政策是否正确稳定,责权利是否统一,分配制度是否合理等。一般说来,企业承包后承包期长自主权越充分,自负盈亏程度越高,短期行为就会越少,直至杜绝。相反企业越缺乏经营自主权,吃“大锅饭”,
