从经济学的角度看,生态产品可以分为私人生态产品和公共生态产品两部分。公共生态产品具有典型的非排他性和非竞争性。长期以来,西南地区城市的公共生态产品明显供不应求、质量堪忧、服务效率下降,而农村则供过于求、质量优良、服务效率较高。分析公共生态产品生产现状及其供应能力、洞察生产背后的管理体制及存在的问题,对于增强公共生态产品生产能力、更好服务于公众的生态需求具有重大的现实意义。
From an economic point of view, ecological products can be divided into private ecological products and public ecological products in two parts. Public ecological products are typical non-exclusive and non-competitive. For a long time, the public ecological products in the cities of southwest China have been in short supply, the quality is worrying and the service efficiency is declining. However, the rural areas are oversupplied with good quality and high service efficiency. Analysis of production status of public ecological products and their supply capacity, insight into the management behind the production system and the existing problems are of great practical significance for enhancing the production capacity of public ecological products and better serving the public’s ecological needs.
