我完全同意李富春、李先念、彭德怀、邓子恢四位副总理和彭真副委员长分别向会议所作的报告。我国第一个五年计划所规定的工业发展的速度,我们认为是正确的,并感到十分鼓舞。大家知道,「发展农业是保证工业发展和全部经济计划完成的基本条件」。现在我想就这个问题发表一些意见。我认为五年计划中农业增产要求达到的指标是积极的、可靠的,它和工业发展的需要是相适应的。计划中对农业的投资和所采取的措施也都是适当的。当然,要完成农业增产计划,必须作很大的努力。对困难估计不足而盲目乐观是不对的。但是,有些人对农业增产缺乏信心,因而对工业的发展发
I fully agree with the reports respectively made by Li Fuchun, Li Xiannian, Peng Dehuai and Deng Zixu, and the Vice-Presidents Peng Zhen and Chen Peng, respectively, to the meeting. We think it is correct and very much encouraged by the pace of industrial development stipulated in our first five-year plan. We all know that “the development of agriculture is the basic condition for ensuring the industrial development and the completion of all economic programs.” Now I’d like to make some comments on this issue. I think the indicator that the requirements of agricultural production in the five-year plan meet is both positive and reliable, which is compatible with the needs of industrial development.
