美国艾罗湖坝是一座高危坝 ,一旦溃坝将会造成巨大的生命财产损失 ,因此必须对大坝进行改建。大坝改建方案既考虑了防洪、灌溉问题 ,又考虑了鸟类栖息地的保护和文化遗址的保护。其改建方案可供类似大坝改建工程借鉴。
