一、为贯澈中央地方粮附加不得超过画家公粮任务百分之三十决定(包括上解百分之十在內),并保证各项事业的平衡发展。从一年来地方财政工作的经验中,感觉实有明确规定编制的必要,兹根据各地基础情况,拟定本编制草案。二、凡不属于中央编制供给,而由地方粮供给的干部人员,(如地财干部,县地粮库、村干、教员等。)均适用本编制。三、各地必须根据此编制,配备干部。不得无故减少或增加,以免影响事业的发展,及浪费超支,突破全年概算。
