随着天津港25万吨级航道、北港池30万吨原油码头的投入使用及临港产业区的大力建设,进港的超大型矿船、大型油船VLCC(吃水15m以上)、大型设备拖带等特殊船舶逐年增多。由于天津港口水域的条件制约,这些船舶的可航水域受到限制,海上交通出现了与以往不同的发展趋势,呈现出某些与国内其他港口不同的特点。因此,加强超大型船舶的安全管理研究,就显得特别重要。
