科学合理地评价我国节水型社会建设水平对水资源可持续发展意义重大。根据评价对象的特点和评价活动的实际需要,运用序关系分析法构建了节水型社会建设综合评价模型,不仅对节水型社会复合大系统进行综合评价,还对水资源子系统、生态环境子系统和经济社会子系统进行单独评价。同时,在参考国内外先进节水水平以及有关标准的基础上,综合确定了节水型社会的发展阶段及各阶段综合评价指数的参考标准值,并根据统计数据对我国2001~2010年节水型社会建设评价进行了实证研究,评价结果和实际情况较吻合,为节水型社会建设提供了指导。
Scientifically and rationally evaluating the level of building a water-saving society in our country is of great significance to the sustainable development of water resources. According to the characteristics of evaluation objects and the actual needs of evaluation activities, the comprehensive evaluation model of water-saving society construction is constructed by using ordinal relation analysis method, which not only makes a comprehensive evaluation of water-saving social composite large-scale systems but also analyzes water resources subsystem, ecological environment Subsystems and economic and social subsystems to conduct a separate evaluation. At the same time, on the basis of referring to the advanced level of water saving at home and abroad and the related standards, the author concludes the stage of development of water-saving society and the reference standard value of comprehensive evaluation index of each stage. According to the statistical data, Type social construction evaluation conducted an empirical study, the evaluation results and the actual situation is more consistent, to provide guidance for the construction of water-saving society.
