支局是邮电企业的基层单位,也是邮电服务和经营的前沿阵地。从某种意义上说,支局工作的好坏是整个邮电工作的重中之重,而支局长素质的高低、能力的强弱又是做好支局工作的关键。因此,配备一支高素质的支局长队伍,可以说是邮电企业服务、经营、发展、改革的治本之策和长久之计。 为了掌握支局长现状,也为了更好地加强支局长队伍建设,最近,笔者对某县局支局长现状作了一次调查。调查结果表明,支局长队伍年龄偏高、文化偏低的问题,已成为目前支局长队伍的突出问题,也使优化支局长结构成为加强支局管理的一个亟待解决的问题。现将笔者的调查与思考报告如下:
The branch office is the grass-roots unit of the postal and telecommunications enterprises as well as the frontline position for postal service and management. In a sense, the job of the branch office is the top priority of the entire post and telecommunications work. The quality of the director branch and the strength and weakness of the branch director are also the keys to doing well the work of the branch office. Therefore, with a team of high-quality branch chiefs, it can be said that it is a permanent solution and a permanent solution for the service, operation, development and reform of postal and telecommunications enterprises. In order to grasp the status quo branch director, but also to better strengthen the construction of branch chief team, recently, I made a survey of the status of a county branch director. The survey results show that the problem of the branch director team being overly aged and having a low culture has become a prominent issue for the current branch chief and the structure of the branch office chief has also become an urgent issue to be solved urgently.
