发展以低能耗、低排放为标志的低碳经济,已成为近年来城市发展普遍关注的重要课题,而能源的消耗、低碳经济的发展从很大程度上与科技进步有关。本文以国家低碳城市试点之一的天津市为例,在测度其科技进步效率、评估其低碳经济发展水平的基础上,运用灰色关联方法对科技进步与城市低碳经济的互动效应进行分析,实证结果表明:两者之间存在着密切的联系,城市低碳经济中的环保、资源、消费和产出都对科学技术产生巨大需求,研发经费投入、技术市场和高新技术产业对城市低碳经济的发展表现出显著的驱动效应,而科研人员对城市低碳经济发展的贡献并不明显,科技成果转化能力不足。
The development of a low-carbon economy marked by low energy consumption and low emissions has become an important issue of general concern for urban development in recent years.
