本文从灌区本身的自然地理条件、农村综合政策、体制机制方面剖析灌区目前面临的生存挑战;从小康社会建设、新时期治水方略、灌区基础设施等方面阐述了灌区独特的优势和良好发展机遇;从理顺体制转变机制、优化供水、拓宽水市场、利用水土、建筑、土地资源优势等方面探讨了灌区发展方向。
This article analyzes the current challenge of subsistence in irrigated areas from the aspects of natural and geographical conditions, integrated rural policies and institutional mechanisms of irrigated areas, and expounds the unique advantages and opportunities for development of irrigated areas from the aspects of building a moderately prosperous society, the strategy of water control in the new era and the infrastructures of irrigated areas. From straightening out the institutional transformation mechanism, optimizing the water supply, broadening the water market, and using the advantages of water and soil, construction and land resources, we discussed the development direction of irrigation districts.
