科学、合理解释国发[2009]第19号文件提出的“具有全球航运资源配置能力”是上海国际航运中心建设的前提和出发点。通过航运资源种类、配置机制和配置现状的分析,构建上海国际航运中心建设的重点、发展阶段、政策、管理等设想。
Science and Reasonable Interpretation “The ability to allocate global shipping resources” proposed by State Council Document No. 19 [2009] is the precondition and starting point for the construction of Shanghai International Shipping Center. Through the analysis of the types of shipping resources, the allocation mechanism and the status quo of the allocation, this paper constructs the key points, stages of development, policies and management of the construction of Shanghai International Shipping Center.
