国民经济的持续快速增长,水利建设也飞速发展,特别是中共中央国务院关于加快水利改革发展的决定(2010年12月31日),更是把水利建设推向新一轮的高潮,但同时新形势水利建设的将大大加重水利工程质量监督管理的担子和责任,对质量监督工作提出了新的挑战。水利工程质量实行项目法人(建设单位)负责,监理单位控制、施工单位保证和政府监督相结合的质量管理体制。质量监督机构作为政府的行政监督职能执行者,必须站在维护社会和人民生命财产安全的角度上去监督水利工程项目参建各方的质量行为,确保工程质量。本文通过目前水利工程建设,从工程质量监督角度,检查出的常见问题,及新形势下工程质量监督的主要检查要点和内容。

This article through the current water conservancy construction, from the project quality supervision point of view, check out the common problems, and under the new situation of project quality supervision of the main inspection points and content.
