法德相济就是在法治的框架内,实行德治,使两者相互补充,相互促进。科技力是综合国力的基本要素之一,要有效增强国家的科技力,不能没有法治,但也不能只有法治,还必须辅之以德治。
Mutual Benefit between France and Germany is the rule of law in the framework of the implementation of virtue, so that the two complement each other and promote each other. Science and technology are one of the basic elements of comprehensive national strength. To effectively enhance the country’s scientific and technological strength, we can not rule out the rule of law but we can not rule by law. We must also supplement the rule of virtue.
