通知:运城、临汾、榆次、长治专署,太原、大同、阳泉、长治市人民政府,九一小学校顷接中央人民政府教育部(54)高师行董字第一○八号关于选拔优秀小学教师入高等师范学校学习的指示称:为了满足一九五四年高等学校招生的需要,并提拔小学教师进行深造,决定在全国范围内选拔优秀小学教师三千名升入高等师范学校。这是保证完成今年高等师范学校招生计划的重要措施,也是鼓励小学教师上进的办法之一。过去各地区在进行选送小学教师工作时,一般都能做到认真进行审查选拔,但也有个别地区对这一工作的重要性认识不足,以致产生某些偏向,如有的教育行政部门存在着单纯任务观点,事先没有进行动员酝酿,采取简单的指派命令办法,甚至为了凑足人数,竟选送了不合格的小学教师,有的学校领导干部还存在着本位主义思想,对真正有培养前途的小学教师不肯选送,而把表现不好,工作上闹情绪想转业或有其他问题的教师选送充数,其结果不但不能使他们很好完成学习任务,而且给高等师范学校造 Notice: Yuncheng, Lincang, Yuci, Changzhi, Taiyuan, Datong, Yangquan, Changzhi City People’s Government, September 1st Primary School is connected to the Ministry of Education of the Central People’s Government (54) Gaoshixing Dong Zi No. 108 on selection of outstanding primary school teachers The instructions for studying in the Higher Normal School stated that: In order to meet the needs of college admissions in 1954 and to promote primary school teachers for further studies, it was decided that 3,000 outstanding primary school teachers should be selected and promoted to higher normal schools nationwide. However, there are also some areas that do not fully understand the importance of this work, resulting in some biases, such as the existence of a simple educational administration department. From the perspective of the task, we did not mobilize in advance, adopt a simple method of assigning orders, and even in order to make up for the number of people, we actually sent unqualified primary school teachers, and some school leaders also had the concept of self-centered thinking, and they had a genuinely promising primary school. Teachers are not willing to send elections, but they choose to send enough teachers to perform badly, and they want to change jobs or have other problems. Their results not only make them unable to complete their learning tasks well, but also give them to the normal universities.
