党的十六大以来,我们在干部人事制度改革方面进行了有益的探索和创新,取得了较大的成就和发展。一、确立了干部人事制度改革的基本思路“以建立健全选拔任用和管理监督机制为重点,以科学化、民主化、制度化为目标,改革和完善干部人事制度,健全公务员制度。”二、出台了系列法规制度主要有:制定了一些党政领导干部选拔任用方面的单项规定。2004年4月,中央分别制定了《公开选拔党政领导干部工作暂行规定》、《党政机关竞争上岗工作暂行规定》的单项条例,
