电网是传输、配送电力的通道,是传承文明之光的载体。而电网本身是否安全稳定运行,既直接影响电力企业经济效益,又关系到经济发展和社会稳定。因此,确保电网安全,不仅仅是电力企业自身的需要,更是一个涉及公共安全的社会性问题。近年来,因外力破坏造成的电网事故频频发生,尽管开展了不同形式的安全大检查、警企联合严厉打击破坏电力设施犯罪专项活动,收到了较大成效,但还不能从根本上杜绝此类问题重复发生。这种现象,难免给电力企业和社会造成了误解:防外力破坏难有作为。果真如此吗?山东临沂供电公司就此问题进行了深入调研。
