Taking Shanghai as the main object, this paper analyzes the rising trend of employment opportunities for non-manual labor in urban areas in developed areas and makes a basic judgment on its social impact. After the reform and opening up, Shanghai quickly transformed from an industrial production base to an economic center city. The most important impact of the conversion process on the job market is the shrinking of the industrial worker population, while the size of the non-manual labor force population is rapidly expanding. Non-manual workers, especially middle and high-ranking management personnel, have superior market position and gradually strengthened social influence, which will have an important impact on the evolution of the consumer trend and the change of values in the entire society. After China’s accession to the WTO, urban modern service industries in developed areas will accelerate their development. The upward trend of non-manual workers will be further strengthened and will largely affect the evolution of the basic social structure.
