建筑业是一个劳动密集型产业,在这样一个产业中,产业工人队伍的素质、地位以及归属问题长期以来未得到有效的解决,这直接影响到了建筑行业的健康发展。建筑劳务分包中折射出的产业队伍问题准入门槛低,队伍素质良莠不齐。由于较长时间以来国家固定资产投资规模巨大,对建筑劳务量的需求一直居高不下,进入城市建设的务工人员几乎是蜂拥而入。虽然住建部对市场建立劳务分包企业和劳务企业的基本资质有一定的要求,但地方行政主管部门在操作上很难对劳务企业的资质和队伍的素质进行严格准确的审查。仅就西安市为例,建筑劳务企业每年以10%以上的速度增长,2011年就达到了831家。这其中很难说队伍和人员就具备了相应的施工和管理水平。
The construction industry is a labor-intensive industry. In such an industry, the quality, status and ownership of industrial workers have not been effectively solved for a long time, which has a direct impact on the healthy development of the construction industry. In Xi’an alone, for example, the construction labor service enterprises have been growing at a rate of over 10% each year, reaching 831 in 2011. It is hard to say that the team and personnel have the corresponding construction and management level.
