2011年,作为当前政治体制改革的重头戏之一,跌宕了19年的事业单位改革时间表终于确定。其实早在1992年,我国就提出了对事业单位实行分类改革的决议,期间曾在多地进行了各类相关试点,但推进都不明显。此次的时间表规定:到2015年,中国将在清理规范基础上完成事业单位分类;到2020年,中国将形成新的事业单位管理体制和运行机制。事业单位分类改革即将再次发力。身为事业单位的一员,公立医疗机构,特别是大型公立医院究竟应该脱去事业单位的外衣,彻底走向企业化;还是应该借助新医改“公益性”的东风,成为更加有“保障”的事业人?
In 2011, as one of the highlights of the current political reform, the timetable for the reform of public institutions that had been in its ups and downs for 19 years was finally finalized. In fact, as early as 1992, China put forward a resolution on the implementation of classified reforms in public institutions. Various related pilot projects were carried out in various places during the period, but the promotion was not obvious. The timetable states: By 2015, China will complete the classification of PSUs on the basis of cleanup norms; by 2020, China will form a new PSU management system and operation mechanism. Institutional reform is about to force again. As a member of public institutions, public medical institutions, especially large public hospitals, should actually take off the cloaks of public institutions and go completely into enterpriseization; or should they make use of the new medical reform “public welfare Guarantee ”business people?
