当前农村宅基地利用存在闲置严重、利用粗放与隐形交易普遍的问题,突显了城市化过程中城市建设用地供给紧张和农村宅基地大量闲置的矛盾。为了提高宅基地利用效率,满足城市发展中急需建设用地、解决农村剩余劳动人口转移以及加强新农村建设的要求,需要构建农村宅基地退出制度。但是现行的宅基地退出模式在实施过程普遍存在产权不清晰、农户退出宅基地的动力不足、资金难以保障、缺乏相关配套政策支持等问题。应该在明晰产权、明确宅基地退出目标和原则后,对现有的宅基地进行分类、分阶段退出,对存量宅基地采用有偿退出模式,增量宅基地采用市场化退出模式,并在此基础上采取具体的保障措施,以保证宅基地退出模式的顺利实施。
