在1875-1878年近东危机中,英国迪斯累里政府外交政策的核心是维护奥斯曼帝国的完整.俄土战争爆发后,迪斯累里被迫调整策略,直接参与对土的瓜分.基于此,英国对奥斯曼帝国内的任何动乱特别敏感.迪斯累里政府和自由派领袖格拉斯顿对1876年的保加利亚惨案这一重大事件的反应和不同的政策主张,反映了迪斯累里在"东方问题"上的短视和格拉斯顿自由主义的先见之明及其对大英帝国长远利益的把握.
