Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the leadership committees of the previous municipal committees in Shanghai have consistently adhered to Deng Xiaoping Theory as a guide and conscientiously implemented the “four modernizations” policy of the party’s ranks of cadres and proceeded from the functional orientation and development goals of Shanghai to explore ways to cultivate and select High-quality young cadres and lose no time in pushing a large number of outstanding young cadres with both ability and political integrity onto all levels of leadership so as to effectively push forward
