按照公路交通落实科学发展观的理念,从公路交通现代化的内涵出发,基于系统论、协调发展理论、可持续发展理论、评价理论等理论支撑,构建了西部地区公路交通现代化评价指标体系,体系分为3个层次,5个子系统,39个评价指标,涉及到现代化发展中的基础设施、运营管理、发展方式、公共服务及运输组织,较为全面完善地覆盖西部地区公路交通现代化发展的方向和目标。
According to the conception of implementing the scientific concept of development in highway traffic and starting from the connotation of highway traffic modernization, this paper constructs a modern evaluation index system of highway traffic in the western part of China based on the theories of system theory, coordinated development theory, sustainable development theory and evaluation theory, It covers three levels, five subsystems and 39 evaluation indexes. It covers the infrastructure, operation and management, mode of development, public service and transport organization in modern development. It covers the direction and goal of the modernization of highway traffic in the western region in an all-round and complete manner .
