十五大的主题是高举邓小平理论伟大旗帜,把建设有中国特色社会主义事业全面推向21世纪。这一主题立意深远,它既包含了理论问题,又涵盖了实践问题。因此,我们学习、贯彻十五大精神,最根本、最关键的就是要高举伟大旗帜,投身伟大实践。(一)邓小平理论形成、发展为一个系统的科学体系,进而成为指导改革实践的伟大旗帜,并被确立为全党的指导思想,这决不是偶然的。它既有其特定的经济、政治、文化背景和历史条件,更重要的还在于邓小平理论融科学性和实践性于一体,是将马列主义、毛泽东思想创造性地应用于建设有中国特色社会主义事业伟大实践所产生的必然成果。
The theme of the 15th CPC National Congress is to hold high the great banner of Deng Xiaoping Theory and push the cause of building socialism with Chinese characteristics to the 21st century in an all-round way. This theme is far-reaching in its concept. It contains both theoretical and practical issues. Therefore, the most fundamental and crucial point for us to study and implement the spirit of the 15th National Congress is to hold high the great banner and devote ourselves to great practice. (1) It is no accident that the formation and development of Deng Xiaoping Theory as a systematic scientific system has become the great banner guiding the practice of reform and has been established as the guiding ideology of the entire party.
