2006年3月,为全面贯彻落实中央、辽宁省加速老工业基地全面振兴的重大战略部署,沈阳市委、市政府决定,将新城子区与沈阳辉山农业高新技术开发区合署办公,组建沈北新区。2006年10月,沈北新区经国务院正式批准成立。沈北新区位于大连、沈阳、长春、哈尔滨“东北城市走廊”中部,总面积1098平方公里,是连接吉林、黑龙江和内蒙古三省区的黄金通道和“东北城市走廊”的枢纽重地,因而新区建设对促进东北经济振兴具有十分重大的战略意义。空间是经济社会发展的关键要素,把空间做优是转变经济发展方式,提升地区综合实力,实现科学发展、和谐发展、可持续发展的必然要求。为贯彻沈阳市委、市政府做优发展空间的重大战略决策,在做优发展空间的实践中,沈北新区不断创新模式、创新举措,为各地区推动区域经济科学发展提供了可以借鉴的成功做法。 In March 2006, in order to fully implement the major strategic arrangements for accelerating the revitalization of the old industrial bases of the Central Government and Liaoning Province, Shenyang Municipal Party Committee and Municipal Government decided to set up the Xinchengzi District and Shenyang Huishan Agricultural High-tech Development Zone to work together to form the Shenyang North New Area.
