2006年3月,为全面贯彻落实中央、辽宁省加速老工业基地全面振兴的重大战略部署,沈阳市委、市政府决定,将新城子区与沈阳辉山农业高新技术开发区合署办公,组建沈北新区。2006年10月,沈北新区经国务院正式批准成立。沈北新区位于大连、沈阳、长春、哈尔滨“东北城市走廊”中部,总面积1098平方公里,是连接吉林、黑龙江和内蒙古三省区的黄金通道和“东北城市走廊”的枢纽重地,因而新区建设对促进东北经济振兴具有十分重大的战略意义。空间是经济社会发展的关键要素,把空间做优是转变经济发展方式,提升地区综合实力,实现科学发展、和谐发展、可持续发展的必然要求。为贯彻沈阳市委、市政府做优发展空间的重大战略决策,在做优发展空间的实践中,沈北新区不断创新模式、创新举措,为各地区推动区域经济科学发展提供了可以借鉴的成功做法。
