一、总体成就世纪之交,党中央、国务院根据小平同志“两个大局”的战略构想,高瞻远瞩,审时度势,果断做出实施西部大开发、加快中西部地区发展的重要战略决策。党的十六大以来,以胡锦涛同志为总书记的党中央多次强调要积极推进西部大开发。国务院把实施西部大开发作为一项重大任务列入重要议事日程多次进行明确部署和安排。几年来,国家在政策扶持、资金投入、项目安排、人员交流等方面加大了对西部地区的支持力度。西部地区广大干部群众坚持把自力更生、艰苦奋斗与国家政策支持结合起来,不断增强西部地区自我发展能力。六年来,西部大开发有了一个良好开局,取得了重要进展和明显成效。第一,以加快发展为第一要务,国家不断加大对西部地区的支持力度,西部地区经济社会发展不断加快。截至今年,国家累计新开工西部开发重点工程70项,投资总规模约1万亿元,中央累计投入财政性建设资金5500亿元、财政转移支付7500亿元、长期建设国债资金3100亿元。国家投入带动了社会投入,促进了西部地区经济快速发展。2000-2004年,西部地区国内生产总值年均增长10.2%,与全国同口径经济增长速度的相对差距有所缩小。 I. The State Council has made clear its deployment and arrangements on many occasions when it plans to carry out the development of the western region on a major agenda as a major task. Over the past few years, the state has increased its support for the western region in terms of policy support, capital investment, project arrangement and personnel exchanges. The cadres and masses in the western region have always insisted on combining self-reliance, hard work with state policy support, and constantly enhancing their self-development capability in the western region. In the past six years, the western development has seen a good start and significant progress and remarkable results have been achieved. First, in order to speed up development as the most important task, the state has continuously increased its support for the western region and the economic and social development in the western region has been accelerating. As of this year, the state has newly started 70 key projects for the development of the western region with a total investment of about 1 trillion yuan. The central government has invested a total of 550 billion yuan in financial construction funds, 750 billion yuan in financial transfer payments and 310 billion yuan in long-term construction of treasury bonds. The input from the state drove the social investment and promoted the rapid economic development in the western region. From 2000 to 2004, the gross domestic product of the western region grew at an average annual rate of 10.2%, narrowing the gap with the country’s growth rate of the same caliber.
