我国商品流通体制的改革必须把握商品流通发展的基本趋向,概括起来包括8个方面的内容:一是人本化,这是商品流通企业的本质,体现在商品的质量、价格、服务上,也体现在商品流通的每一个环节,是零售业制胜法宝、立业之道、操守之本;二是现代化,这是深化改革的目标,是不断前进的动力,必须在经营理念、科学管理、营销模式和现代科技等方面缩短与世界先进水平的差距,现代化的最终目的是讲究效率、提高效益、重视效果、挖掘潜力,充分发挥商品流通在国民经济中的先导、支柱和基础作用;三是多元化,这体现了流通过程的复杂性、分散性和动态性,要求多种经济成分、大中小流通企业、多种流通业态并存,以满足消费者多样化的需求;四是一体化,这是复杂的流通过程整合的目标,也是国际化、城市化、工业化对流通过程的共同要求,应实现国内流通与国际流通的一体化、商品流通和服务流通的一体化、城乡流通的一体化;五是层次化,要求构建多层次的商品和服务供给体系,扩大内需,保证消费需求的稳定增长;六是立体化,在发展现实的商品市场的同时,要大力支持虚拟市场的发展,构建实体市场与虚拟市场相结合、现场购物和网上订货相结合、传统市场与新兴网络市场相结合,并形成互促、互补、共存的立体式商品销售体系;七是连锁化,核心是通过连锁架构产生规模效益,达到降低成本、让利于民的目的,而“中国商业连锁化,连锁商业中国化”是中国商品流通发展的主要趋向;八是市场化,需要继续转变观念,处理好政府与市场的关系。
