为了改变水利工程经营管理不善、长期依靠国家补贴,管理工作处于被动局面,国务院批准并转发了水利电力部《关于改革水利工程管理体制和开展综合经营问题的报告》。现转载如下: 建国以来,国家花费了大量投资,修建了一批水利工程,形成了固定资产约一千亿元。这些工程对战胜水旱灾害和发展国民经济起了重大作用。但是,由于经营管理不善,工程效益未能充分发挥,长期依靠国家补贴,管理工作处于被动局面。为了改变这种状况,水利系统要改革管理体制,充分利用自己的水土资源及设备、劳力、人才的优势,积极开展综合经营。
