奈曼旗衙门营子是以林为主的乡,有林地面积77000多亩。实行包干到户责任制后,由于有林地面积大,畜群多,护林人员少,奖惩不明,曾一度出现了乱砍滥伐的现象。为加强封山护林,促进林业发展,从1983年采取了六种承包责任制:一是将成材林、半成材林划片专人承包。定片、定护林员、定任务、定报酬、定奖惩办法。二是将封山育林分片承包给个人。以片定人、定报酬、定奖惩办法。三是房前屋后零散林,采取跟户承包,队有户管,按株数定报酬。
