为保障退伍军人安置工作规范有序进行，根据《中华人民共和国兵役法》、《退伍义务兵安置条例》、《黑龙江省义务兵征集、优待、退役安置条例》等文件规定，结合我省实际，特制定退伍军人安置工作程序，并就有关问题提出处理意见。 一、档案接收阶段 （一）义务兵的档案接收。
