文章对现代国有企业存在的法人治理结构运行不到位、党组织的职责定位不清和发挥作用的途径缺乏保障等问题进行了深入分析,提出了解决问题的新思路。探索性地设计了中国特色现代国有企业党组织在公司治理中发挥作用的运行模式。系统和具体地规范了法人治理结构的实施和党组织发挥作用的方式,并按企业两种不同类型,分别设计了党组织发挥政治核心作用和领导核心作用的职责定位和工作途径。设计模式基本体现了党组织发挥作用组织化、制度化、具体化的要求,具有可操作性。
This article deeply analyzes the existing problems of the corporate governance structure in state-owned enterprises, the unclear role of party organizations and the lack of guarantee of their functions, and puts forward some new ideas to solve the problems. Explored the mode of operation that the Party organization of state-owned enterprises with Chinese characteristics play a role in corporate governance. It systematically and concretely regulated the implementation of the corporate governance structure and the ways in which the party organizations played a role. According to the two different types of enterprises, the functions and functions of the party organizations in designing the core functions of the government and leadership were designed respectively. The design pattern basically embodies the requirements of organizing, institutionalizing and concretizing the functions of the Party organizations and is feasible.
