美国通过GDP统计方式的调整,将研发作为产出而非成本,夯实了研发价值的“统计基石”。美国知识经济将因此再次腾飞。2013年7月开始,美国将开始调整其GDP统计方式。其中最核心的调整内容是将研发支出类别以及娱乐、文学及艺术原创类别(后者包括电影、长期电视节目、图书、录音等)纳入了GDP。而尤为引人关注的是将研发纳入到GDP的统计之中。
The United States adjusted its GDP statistical approach by basing R & D on output rather than costs, thus consolidating the “statistical cornerstone” of R & D value. The knowledge economy in the United States will take off again. Starting from July 2013, the United States will begin to adjust its GDP statistics. The core of these adjustments is the inclusion of research and development expenditure categories and original categories in entertainment, literature and art, which include movies, long-term TV shows, books, recordings, etc. into GDP. Of particular interest is the incorporation of research and development into GDP statistics.
