中国人民银行非银行金融机构监管司有关负责人近日指出,中国人民银行正在制定《汽车金融机构管理办法》,并修订《个人汽车贷款管理办法》。随着《汽车金融机构管理办法》在今年下半年出台,车贷不再是银行的专有业务,不管是金融机构,还是非金融机构,只要具备一定的条件,都可以申请开办,而且对内外资机构的“申请门槛”是一致的。这意味着只要条件许可,一类全新的金融机构——专业汽车金融服务公司就全新出场。这类金融机构可能是福特、通用等外资信贷公司,也可能是国内汽车厂商或者其他投资者直接成立的专门机构。
The person in charge of supervision department of non-banking financial institution of the People’s Bank of China recently pointed out that the People’s Bank of China is formulating the Measures for the Administration of Automobile Financial Institutions and amending the Measures for the Administration of Personal Auto Loans. With the “Measures for the Administration of Auto Financial Institutions” promulgated in the second half of this year, auto loans are no longer proprietary businesses of the banks. No matter they are financial institutions or non-financial institutions, as long as they have certain conditions, they can apply for start-up, Foreign-funded institutions “application threshold” is the same. This means that as soon as conditions permit, a new class of financial institutions, professional auto finance service companies, will make a fresh appearance. Such financial institutions may be foreign-funded credit companies such as Ford and General Motors as well as specialized agencies directly established by domestic automobile manufacturers or other investors.
