对农业银行而言,县域市场是根基。其在县域市场的表现和实力,在很大程度上能决定其主体业务水平和“三农”金融服务的成效。本文从沛县特殊的地理环境和优越的自然条件出发,对农民的资金需求状况以及农行如何服务“三农”这一历史使命进行了调研。调查结论如下:一是沛县属于传统的农业大县和农业强县,单一农户资金需求较为分散,应采取“公司+合作组织+农户”的市场模式,集中资金重点投放种植、养殖、加工等大户。二是发挥农行在农村人熟、地熟、情况熟的优势,全面占领农村金融阵地,利用产品优势和服务功能,扎根农村,服务城乡。三是采取奖罚分明的激励措施,对“三农”贷款切实做到责任到人、合规操作、严控风险。
