当代科学呈现领域知识融合的大趋势,开展交叉研究势在必行。然而,开展交叉研究将面临资源获取、成果认定、人才培养等方面的诸多挑战。如何促进此类科研机构的持续发展,是一个待解决的重要管理问题。本文分析了中国科学院管理、决策与信息系统重点实验室历经28年的发展,成为运筹学、系统工程、管理科学、计算机科学和应用数学交叉领域有重要国际影响的研究基地和科研领军人才培养基地的成长历程,总结了其所采用的管理对策,以及在持续成长中所面临的挑战。在此基础上,本文提炼出交叉领域科研机构在组建、成长、持续成长阶段的关键成长要素及其相应的管理对策。最后,本文基于此案例分析就交叉领域科研机构的管理提出几点政策建议。
Contemporary science presents the general trend of knowledge fusion in the field, to carry out cross-examination is imperative. However, carrying out cross-cutting research will face many challenges in terms of access to resources, recognition of achievements, and personnel training. How to promote the sustainable development of such scientific research institutions is an important management issue to be solved. This article analyzes the CAS Key Laboratory of Management, Decision-making and Information Systems, after 28 years of development, has become a research base and a leader in scientific research of operations who have important international influence in the field of operations research, systems engineering, management science, computer science and applied mathematics , Summed up the management strategies adopted by them and the challenges they face in the continuous growth. On this basis, this article extracts the key growth factors and corresponding management countermeasures of scientific research institutions in the fields of formation, growth and sustained growth in the cross-cutting fields. Finally, based on this case analysis, this article makes some policy suggestions on the management of scientific research institutions in the cross-cutting fields.
