中国城镇住房改革的货币化分配,住房的商品化、社会化,促进了住宅经济快速增长,有利于效率提高。但是,市场这只看不见的手是不会关照弱者的。因此,只有政府建立住房社会保障,建立公平合理的补贴制度,才能帮助这个弱势群体解决住房问题,这是对市场化住房分配机制的必要补充,也是构建和谐社会的重要物质载体。改进和规范经济适用房制度,规范建设标准,明晰产权关系,强化其保障性,使各项优惠政策真正落实到低收入家庭。
The monetization and distribution of China’s urban housing reform, housing commercialization and socialization have promoted the rapid growth of residential economy and contributed to the improvement of efficiency. However, the invisible hand of the market will not care for the weak. Therefore, only if the government establishes the social security of housing and establishes a fair and reasonable subsidy system can this disadvantaged group help solve the housing problem, which is a necessary complement to the market-oriented housing allocation mechanism and an important material carrier for building a harmonious society. Improve and standardize the system of affordable housing, standardize construction standards, clarify the relationship between property rights and strengthen their protection so that the preferential policies are implemented in low-income families.
