自纪要(2012年7月1日前称“会议纪要”)成为行政机关法定公文起,关于其是否应该加盖印章及其发布形式到底如何,一直是学术界争论的热点问题,公文处理实践也是各行其是。关于印章问题,主要有两种观点:一种观点认为,一直以来的公文处理法规一般都有类似“公文除纪要外,应当加盖印章”之规定,故应遵守规定,不应该加盖印章;一种观点认为,应该视具体情况决定其是否该加盖印章———
